If this is the case, then i will just end up going with JMarks suggestion. I have seen this a couple times with XP however there are workarounds. One of the best is a copy of the XP for Refurbished PCs ISO or disk. Ultimately the no OS option is probably still your best route to go.

Not only will you have trouble with some HP CDs not working with Dell etc, but different OEM codes will only work with certain discs, (or more correctly, each release of disc will only work with a certain range of OEM codes).
